Everything You Need To Know

To renew your OUPV/Master Deck License, you must have accumulated 360 days (equivalent to one year) of documented sea service within the preceding five years. This documentation can be provided by filling out a Small Vessel Sea Service Form or submitting a verification letter from a vessel owner or company confirming your sea service period.
If you cannot meet the one-year sea service requirement, you can complete the Mariners Learning System Deck License Renewal - Online Course and Exam. After successfully finishing the course and passing the approved examination, you'll receive a certificate that the U.S. Coast Guard recognizes as an alternative to the sea service requirement for license renewal.
The examination provided at the end of the Mariners Learning System Deck License Renewal course assesses your understanding of "Rules of the Road" and your knowledge of general deck and safety procedures that are imperative for the responsibilities of a boat captain.
Upon completing the Deck License Renewal course and passing the examination, you will be issued a certificate of completion from Mariners Learning System. This certificate is accepted by the U.S. Coast Guard as fulfillment of the testing requirements, replacing the one-year sea service requirement typically needed to renew your OUPV/Master Deck License.
Yes, the Mariners Learning System Deck License Renewal course is online, so participants can participate from anywhere in the world. However, you must ensure that you have reliable internet access and that you meet all other requirements set forth by the USCG for license renewal.

Great Captain Refresher Course

"I did not have enough Sea Service days to renew my captain license since we had been RVers for the past several years. This course was a great way to get my credentials for my renewal and also a very good captain's refresher overall. Every time I get on my boat, I find course information popping into my head; a very good thing for a captain. Thanks from Old Knight Fishing."

Excellent way to activate a continuity license without enough sea time

"Course was easy to follow and learn along at your own pace. I'm an IT security professional and this was one of the better self paced trainings I've seen."

Having gone through your OUPV,

"Having gone through your OUPV, Masters 100 Ton, and one deck renewal I have nothing but positives to say about your courses. I also completed towing and sailing endorsements. Your courses are thorough and challenging. I am looking forward to starting and completing another deck renewal course so I can keep my credentials."

Q&A

I do not have any type of webcam. Is there any way to take written test in person
Unfortunately, we do not offer any in-person testing. Our testing is done ONLINE!
Through MLS I learned and tested successfully for my 6-Pack license and received my MMC. It’s time for me to renew. Is the renewal test the MLS open book? Thank you! (Looking forward to refreshing through MLS again)
Unfortunately, the renewal course is not an open book exam. However, our course prepares you for our final exam.
what topics are in the deck renewal course
The three main course subjects reviewed within our Deck License Renewal course are Navigational Rules of the Road, Deck Safety, and Deck General.
How often do I need to renew my OUPV Captain’s License?
Every 5 years, the captain's license will need to be renewed. If you have the sea time (360 days within the last five years), you will submit your sea service forms in addition to the other requirements and pay the application fee. If you are shy on the required sea time, do not worry, our Deck License Renewal course is always an option instead of sea time.
My license expired in 2007...do I have to start all over?
If your license is expired outside of the grace period, you must fulfill the written requirement again. That would include taking our course and exam.
