    An Assistance Towing Endorsement is an addition to a United States Coast Guard (USCG) Operator of Uninspected Passenger Vessels (OUPV) or Master's captain's license. This endorsement permits the license holder to engage in commercial assistance towing, which includes helping other vessels that are aground, disabled, or otherwise in need of a tow for a fee.
    Any captain who holds an OUPV or Master's captain's license and plans to offer towing services for disabled or distressed vessels for compensation must obtain this endorsement.
    Commercial assistance towing activities generally include towing a vessel for a fee, assisting vessels that are aground, helping vessels that are out of fuel or have mechanical breakdowns, and providing any other assistance where a fee is involved.
    To obtain an Assistance Towing Endorsement, you must already hold a valid OUPV or Master's captain's license (or apply for it simultaneously), complete a USCG-approved Towing Endorsement course, and pass a written examination (covering topics such as towing safety, equipment, and procedures). You will submit a certificate of completion for the written requirement, along with the appropriate application fees and packet, to the USCG.
    After successfully completing the course and passing the exam, you will receive a certificate. You must then submit this certificate, along with any required forms and applicable fees, to the National Maritime Center (NMC) as part of the application process to add the endorsement to your existing license.
    The level of difficulty is subjective and can vary for each individual. However, the course and exam are designed to ensure you have a fundamental understanding of assistance towing safety and operations. Thorough preparation and study will typically lead to successful completion.
