The GMDSS Radio Maintainer's License (DM) is mandatory for personnel to qualify as GMDSS radio maintainers to perform at sea repair and maintenance of GMDSS equipment.It grants all the operational privileges of the PG and MP licenses.
NOTE: In instances where an applicant qualifies for both a DO and a DM, the applicant qualifies to hold a GMDSS Radio Operator/Maintainer License (DB).

The FCC GMDSS Radio Maintainer's License (DM) – Elements 1, 3, and 9 Online Exams includes:
- One attempt at the 2-hour Element 1 online exam
- One attempt at the 2-hour Element 3 online exam
- One attempt at the 2-hour Element 9 online exam
- MLS electronically submitting your application packet to the FCC for official licensing issuance
Element 1 covers fundamental radio regulations and operational procedures essential for all maritime radio operators.
Element 3 covers general radiotelephone topics, such as electronic fundamentals and techniques required to adjust, repair, and maintain radio transmitters and receivers. The proctored final exam consists of the following categories:
- Operating procedures
- Radio wave propagation
- Radio practice
- Electrical principles
- Circuit components
- Practical circuits
- Signals and emissions
- Antennas and feed lines
Element 9 covers GMDSS radio maintenance practices and procedure requirements set forth in IMO Assembly on Training for Radio Personnel (GMDSS), Annex 5 and IMO Assembly on Radio Maintenance Guidelines for the Global Maritime Distress and Safety System related to Sea Areas A3 and A4. The proctored final exam covers the following categories:
- Radio system theory
- Amplifiers
- Power sources
- Troubleshooting
- Digital theory
- GMDSS equipment and regulations
NOTE: This product is only a single attempt at the online exam. Additional resources must be purchased separately.

Upon Exam Completion
For all FCC Element examinations, you will be notified via email of your test results within 3 - 5 business days of taking your exam.
When you pass your exam, Mariners Learning System electronically files your FCC exam results on your behalf after receiving the necessary documents from you.
Upon successful FCC approval of the your application submission, they will email you steps on how to pay the issuance fee ($35 for most applications) to finalize the license. Once paid, within 10 days of approval, you can print your license through the FCC's portal.
