FCC GROL – General Radiotelephone Operator License (PG) – Elements 1 and 3 Online Exams

The General Radiotelephone Operator License (PG) is mandatory for the adjustment, maintenance, or internal repair of FCC-licensed radiotelephone transmitters within the aviation, maritime, and international fixed public radio services. It grants all the operational privileges of the MP license.

It is also required to operate the following:

• Any compulsorily equipped ship radiotelephone station operating with more than 1500 watts of peak envelope power
• Voluntarily equipped ship and aeronautical (including aircraft) stations with more than 1000 watts of peak envelope power

What's Included

The FCC GROL – General Radiotelephone Operator License (PG) – Elements 1 and 3 Online Exams includes:

• One attempt at the 2-hour Element 1 online exam
• One attempt at the 2-hour Element 3 online exam
• MLS electronically submitting your application packet to the FCC for official licensing issuance

Element 1 covers fundamental radio regulations and operational procedures essential for all maritime radio operators.

Element 3 covers general radiotelephone topics, such as electronic fundamentals and techniques required to adjust, repair, and maintain radio transmitters and receivers. The proctored final exam consists of the following categories:

• Operating procedures
• Radio wave propagation
• Radio practice
• Electrical principles
• Circuit components
• Practical circuits
• Signals and emissions
• Antennas and feed lines

NOTE: This product is only a single attempt at the online exam. Additional resources must be purchased separately.

Upon Exam Completion

For all FCC Element examinations, you will be notified via email of your test results within 3 - 5 business days of taking your exam.

When you pass your exam, Mariners Learning System electronically files your FCC exam results on your behalf after receiving the necessary documents from you.

Upon successful FCC approval of the your application submission, they will email you steps on how to pay the issuance fee ($35 for most applications) to finalize the license. Once paid, within 10 days of approval, you can print your license through the FCC's portal.

License Requirements

To be eligible, you must:

• Be a legal resident of (or otherwise eligible for employment in) the United States
• Be able to receive and transmit spoken messages in English
• Pass a written examination

Term of License

A PG is issued for the holder's lifetime.

Online Testing

Mariners Learning System offers FCC-approved remote testing for those looking to obtain a commercial radio operator license. Our system makes it easy to take your final proctored exam online when it’s convenient for you.

Grading Process

This product as two elements involved for the final proctored exam.

Element One is a single module final exam with the following grading standards:

• Total Multiple-Choice Questions = 24
• Minimum Passing Percentage = 75%
• Total Questions Wrong and Still Pass = 6

Element Three is a single module final exam with the following grading standards:

• Total Multiple-Choice Questions = 100
• Minimum Passing Percentage = 75%
• Total Questions Wrong and Still Pass = 25

The student must follow all testing rules and pass to receive a certification of completion.

Need to take an exam again? There is no mandatory waiting period before you can re-test. If you do not pass all the required exams, Mariners Learning System will advise you with instructions for future testing.

Exam Requirements

Students must have a high-speed Internet connection and an up-to-date desktop or laptop with a webcam and microphone. Also, students must have the ability to download software through the MLS account. This is required to access the exam.

When testing online for the proctored exam, students will be required to display a legible photocopy of their photo identification to the computer screen. This will be retained for our records per FCC requirements.

The list of acceptable forms of photo identification includes:

• U.S. driver’s license
• U.S. Passport
• Foreign Passport
• Law enforcement credential, with photograph of the applicant, issued by Federal, State, or local government
• U.S. Military identification card
• Official identification card issued by a State, or local government
• Official identification card issued by the Federal Government
• Merchant Marine Document issued after February 3, 2003

IMPORTANT NOTE: It is the student’s responsibility to provide a clear and legible copy of identification. If an ID is not provided and/or MLS is unable to read the copy, it will result in a failure. No exceptions per our policy. No other forms of identification will be accepted.
