"On the plus side it goes through the rules. Most of them anyway. However, it basically just repeats them. There is a discussion about the rules but that discussion isn’t particularly meaningful in imparting meaning on the rules. On the downside, the quizzes are demoralizing. Nearly every quiz has questions that were not covered in any of the course material. In some cases, it’s covered in a later section. In other cases it is not covered at all. In the section test on the Rules of the Road, for example, it asks about Inshore Traffic Zones, which were never discussed at all in any of the material. The iOS/iPadOS apps are so full of bugs they are nearly unusable. In several places, for example, the navigation buttons are missing. You can, for instance, complete a quiz but the button to score it is missing from the interface completely. This means you can’t proceed with the course until you realize you have to open the web app to score that particular quiz because the button is missing in the app. What the download feature in the app does is a complete mystery. What it doesn’t do is allow you to download the courses so you can go through them offline. On the whole, it is an acceptable course but it needs work. The material is significantly lacking in coverage and explanation. Most of the explanations are simply a word for word restatement of the rules. The videos is just a reading of the rules. The apps are awful. I’d expect better for this amount of money."
"I've not taken the final exam yet, but so far it's been great and allows me to go through at my own pace. Very thorough. In the rules of the road section - having a teacher (whether on video or live) would be helpful - otherwise it's great."

"I love it so far. The one thing I would add is the ability to listen to lectures on a mobile device while having other apps open. When I'm driving I need to navigate with google maps or waze and I cannot do so without closing the lecture which then resets when I reopen the mariner's learning app."
"The course is very well organized, and the interface is easy to use. It's fairly priced against its competition. A 25-year Navy Surface Warfare Officer who commanded two ships, I found the material succinct and salient. It was an enjoyable review of my knowledge, and I learned a few things too! There are typographical(?) errors that detract from the overall experience, and a few times when the material was probably wrong due to a misspelling or oversight. I would teach the navigation differently. Instead of independent fixes and navigation information extraction, I recommend the creation of a scenario-style series of fixes along an established track to teach the skills. Overall, I enjoyed the course and found it very useful in the pursuit of my merchant marine credentials."
"So far, so good…haven’t taken the final exam, yet, but soon. One thing, however: the wording of some of the questions is…well…just weird. Perhaps its on purpose, but some of them read as if the answer is the OPPOSITE of what one would think, such as “X vessel would stay out of the way of all of the following exept______” instead of “which of the following would X vessel not have to stay out of there way of?” No biggie, but still annoying. Thanks."
