An OUPV license limits you to six passengers on uninspected vessels, while a Master license allows you to carry more passengers on inspected vessels.

Not always, but many operators start with an OUPV/Six-Pack captain’s license and upgrade as their experience and business grow.

Passenger capacity depends on the vessel’s inspection, certification, route, and Coast Guard requirements, not just the license itself.
