FCC MROP – Marine Radio Operator Permit (MP) – Element 1 Online Course and Exam

The Marine Radio Operator Permit (MP) is required to operate radiotelephone stations aboard certain vessels that sail the Great Lakes. They are also required to operate radiotelephone stations aboard vessels of more than 300 gross tons and vessels which carry more than six passengers for hire in the open sea or any tidewater area of the United States. They are also required to operate certain aviation radiotelephone stations and certain coast radiotelephone stations.

What's Included

The FCC MROP – Marine Radio Operator Permit (MP) – Element 1 Online Exam includes:

• 12 month's access to the course and pass the final exam ONLINE
• One attempt at the 2-hour Element 1 online exam
• MLS electronically submitting your application packet to the FCC for official licensing issuance

Upon Exam Completion

For all FCC Element examinations, you will be notified via email of your test results within 3 - 5 business days of taking your exam.

When you pass your exam, Mariners Learning System electronically files your FCC exam results on your behalf after receiving the necessary documents from you.

Upon successful FCC approval of the your application submission, they will email you steps on how to pay the issuance fee ($35 for most applications) to finalize the license. Once paid, within 10 days of approval, you can print your license through the FCC's portal.

License Requirements

To be eligible, you must:

• Be a legal resident of (or otherwise eligible for employment in) the United States
• Be able to receive and transmit spoken messages in English
• Pass a written examination

Term of License

An MP is issued for the holder's lifetime. (Prior to March 25, 2008, the license term for an MP was five years. Any holder of an MP that expired prior to March 25, 2008, was required to file an application to renew the permit within the five-year grace period after expiration.)

Grading Process

Element One is a single module final exam with the following grading standards:

• Total Multiple-Choice Questions = 24
• Minimum Passing Percentage = 75%
• Total Questions Wrong and Still Pass = 6

The student must follow all testing rules and pass to receive a certification of completion.

Need to take an exam again? There is no mandatory waiting period before you can re-test. If you do not pass all the required exams, Mariners Learning System will advise you with instructions for future testing.

Exam Requirements

Students must have a high-speed Internet connection and an up-to-date desktop or laptop with a webcam and microphone. Also, students must have the ability to download software through the MLS account. This is required to access the exam.

When testing online for the proctored exam, students will be required to display a legible photocopy of their photo identification to the computer screen. This will be retained for our records per FCC requirements.

The list of acceptable forms of photo identification includes:

• U.S. driver’s license
• U.S. Passport
• Foreign Passport
• Law enforcement credential, with photograph of the applicant, issued by Federal, State, or local government
• U.S. Military identification card
• Official identification card issued by a State, or local government
• Official identification card issued by the Federal Government
• Merchant Marine Document issued after February 3, 2003

IMPORTANT NOTE: It is the student’s responsibility to provide a clear and legible copy of identification. If an ID is not provided and/or MLS is unable to read the copy, it will result in a failure. No exceptions per our policy. No other forms of identification will be accepted.
