The GMDSS Radio Maintainer's License (DM) qualifies personnel as GMDSS radio maintainers to perform at-sea repair and maintenance of GMDSS equipment.

Holding the DM license grants full operational authority equivalent to that of the PG and MP license.

The GMDSS Radio Maintainer's License (DM) product includes access to one attempt for each of the following FCC Elements: (1) FCC Element 1, (1) FCC Element 3, and (1) FCC Element 9.

These online exams have a maximum testing time of two hours for each FCC Element.

The GMDSS Radio Maintainer's License (DM) is mandatory for personnel to qualify as GMDSS radio maintainers to perform at sea repair and maintenance of GMDSS equipment.It grants all the operational privileges of the PG and MP licenses.

NOTE: In instances where an applicant qualifies for both a DO and a DM, the applicant qualifies to hold a GMDSS Radio Operator/Maintainer License (DB).

Element 1 covers fundamental radio regulations and operational procedures essential for all maritime radio operators.

Element 3 covers general radiotelephone topics, such as electronic fundamentals and techniques required to adjust, repair, and maintain radio transmitters and receivers. The proctored final exam consists of the following categories:

Practical circuits
Signals and emissions

Element 9 covers GMDSS radio maintenance practices and procedure requirements set forth in IMO Assembly on Training for Radio Personnel (GMDSS), Annex 5 and IMO Assembly on Radio Maintenance Guidelines for the Global Maritime Distress and Safety System related to Sea Areas A3 and A4. The proctored final exam covers the following categories:

Upon Exam Completion

For all FCC Element examinations, you will be notified via email of your test results within 3 - 5 business days of taking your exam.

When you pass your exam, Mariners Learning System electronically files your FCC exam results on your behalf after receiving the necessary documents from you.

Upon successful FCC approval of the your application submission, they will email you steps on how to pay the issuance fee ($35 for most applications) to finalize the license. Once paid, within 10 days of approval, you can print your license through the FCC's portal.

License Requirements

To be eligible, you must:

Be a legal resident of (or otherwise eligible for employment in) the United States
Be able to receive and transmit spoken messages in English
Pass a written examination

Term of License

A DM is issued for the holder's lifetime. (Prior to March 25, 2008, the license term for a DM was five years. Any holder of a DM that expired prior to March 25, 2008, was required to file an application to renew the license within the five-year grace period after expiration.)

Grading Process

This product as three elements involved for the final proctored exam.

Element One is a single module final exam with the following grading standards:

Total Multiple-Choice Questions = 24
Minimum Passing Percentage = 75%
Total Questions Wrong and Still Pass = 6

Element Three is a single module final exam with the following grading standards:

Total Multiple-Choice Questions = 100
Minimum Passing Percentage = 75%
Total Questions Wrong and Still Pass = 25

Element Nine is a single module final exam with the following grading standards:

Total Multiple-Choice Questions = 50
Minimum Passing Percentage = 76%
Total Questions Wrong and Still Pass = 12

The student must follow all testing rules and pass to receive a certification of completion.

Need to take an exam again? There is no mandatory waiting period before you can re-test. If you do not pass all the required exams, Mariners Learning System will advise you with instructions for future testing.

Exam Requirements

Students must have a high-speed Internet connection and an up-to-date desktop or laptop with a webcam and microphone. Also, students must have the ability to download software through the MLS account. This is required to access the exam.

When testing online for the proctored exam, students will be required to display a legible photocopy of their photo identification to the computer screen. This will be retained for our records per FCC requirements.

The list of acceptable forms of photo identification includes:

U.S. driver’s license
U.S. Passport
Foreign Passport
Law enforcement credential, with photograph of the applicant, issued by Federal, State, or local government
U.S. Military identification card
Official identification card issued by a State, or local government
Official identification card issued by the Federal Government
Merchant Marine Document issued after February 3, 2003

IMPORTANT NOTE: It is the student’s responsibility to provide a clear and legible copy of identification. If an ID is not provided and/or MLS is unable to read the copy, it will result in a failure. No exceptions per our policy. No other forms of identification will be accepted.
