A full/non-restrictive OUPV captain's license grants captains the authority to operate uninspected passenger vessels carrying up to six passengers for hire across the United States.
In contrast, a Restricted OUPV license is extremely limited in scope. It allows operation only within a specifically defined waterway or region, such as a single lake, river, or bay, with boundaries set by the U.S. Coast Guard. This license is also known as the ROUPV.
While both licenses permit carrying six passengers for hire, the restricted license is bound by geographic limitations, making it far less versatile.
The Restricted OUPV captain's license is so narrow in scope that it benefits only a small number of captains. Most captains find the restricted license limiting and prefer the flexibility and opportunities a full OUPV license provides.
Additionally, very few organizations even offer training or testing for the Restricted OUPV license because of its limited practicality and demand.
At Mariners Learning System, we focus on providing the full/non-restrictive OUPV license, which equips captains with the skills and authority to operate in various waterways and ensures they are prepared for broader career opportunities.
Absolutely. The full OUPV captain's license offers far more flexibility and long-term value. With a non-restrictive OUPV license, you can operate in multiple areas across the United States, giving you the freedom to expand your career without restrictions.
The Restricted OUPV license may seem appealing due to potentially lower requirements, but its limited scope often makes it a short-term solution. Captains with a restricted license who later wish to expand their operations typically have to upgrade to a full license, requiring additional time and expense. Starting with the OUPV license saves you the hassle and ensures you're fully prepared from the beginning.
Very few places offer training or testing for the Restricted OUPV (ROUPV) license because it caters to a narrow market. Captains who qualify for the restricted license often realize its limitations and opt to pursue the full license instead. The restricted version is also geographically restrictive, making it impractical for most professional captains.
