What is the difference between a Full OUPV License and a Restricted OUPV License?

A full/non-restrictive OUPV captain's license grants captains the authority to operate uninspected passenger vessels carrying up to six passengers for hire across the United States. 

In contrast, a Restricted OUPV license is extremely limited in scope. It allows operation only within a specifically defined waterway or region, such as a single lake, river, or bay, with boundaries set by the U.S. Coast Guard. This license is also known as the ROUPV.

While both licenses permit carrying six passengers for hire, the restricted license is bound by geographic limitations, making it far less versatile.
